Example Organizational Objective #3 – Introduction and Background

ORGANIZATIONAL OBJECTIVE 3:

Reduce incident clearance times through implementation of a freeway service patrol (FSP) program.

The objectives of this example are to illustrate:

  • Use of ICT performance measure.
  • Application of the model TIM performance measurement database to analyze ICT for minor freeway incidents before and after FSP program implementation.
  • Importance of considering various ICT performance measures, including average, median, minimum, and maximum, as well as distributions of ICTs.
  • Visualization and interpretation of data.

During the analyses conducted for Organization Objective #1, the region of Northville determined that its performance clearing minor incidents was higher than expected, with a median ICT of 44 minutes. Therefore, the partners have set an organization objective to reduce incident clearance times for minor incidents through implementation of a freeway service patrol (FSP) program. The FSP program has been under development for some time and is ready for operational deployment.
