While this was a simple analysis comparing performance before program implementation to performance after program implementation, the partners could continue to track the progress of the FSP program over time, analyzing/tracking performance week-to-week and/or month-to-month. An example of tracking the performance of a freeway service patrol over time comes from VDOT. The graph shown in the figure below illustrates three performance measures calculated weekly over a year’s period. The three performance measures include the average Safety Service Patrol (SSP) response time, average clearance time, and average notification to clear time (equivalent to ICT). The graph also shows the 52-week average for all three performance measures in the box in the upper left corner. This chart allows VDOT to compare the performance of the SSP week-to-week, as well as to compare the performance in any given week to the overall 52-week average. Understanding how performance varies over time can help an agency identify areas for improvement.
